Bruce A. Pitts, President, CPMP CSBA LEED AP, Principal – Wood Harbinger
Bruce has a long history of leadership within the BCxA, and currently serves as President of the International Board of Directors. In addition to this position of leadership, he is a contributing member of the BCxA University, creating curriculum for and teaching the 2-Day New Building and 2-Day Existing Building commissioning classroom courses. Bruce also teaches courses on many aspects of commissioning at conferences and through webinars. Bruce brings over 40 years of experience in design and project management, leading Wood Harbinger’s Industrial Systems and Commissioning groups with a comprehensive project perspective. His expertise includes all types of mechanical and industrial systems as well as controls for new construction and existing building upgrades in federal and private sector aviation facilities, medical facilities, college campuses, K-12 schools, and office buildings.
John Whitfield, Vice President, QCxP, DCEP, – PI Solutions
John serves as Vice President of the BCxA, and has served as Vice President and President of the Southeast Region Board of Directors. He is a retired Naval Officer who served 22 years in the U.S. Navy’s nuclear power program, moving on to 15 years with Bechtel-Bettis, Inc. as Engineer-In-Charge. John’s experience covers more than 30 years of experience in the operation, design and commissioning of high performance critical facilities, including mechanical and electrical systems in data centers, and the nuclear power industry. As Vice President and Director of Quality and Training for PI Solutions, he developed the quality procedures and led his firm through certification as the first third-party commissioning firm in the world to attain ISO 9001-2008 certification. John holds a B.A. in Psychology from Columbia College. He is accredited as a Commissioning Process Provider from the Professional Engineering School at the University of Wisconsin. He also holds a certification from the Department of Energy as a Data Center Energy Practitioner.
John Villani, Secretary, PE, LEED AP, QCxP, CEM, GBE, Associate Vice President – Grumman/Butkus Associates
Prior to being elected to the International Board, John was president of the BCxA Central Chapter, which covers 12 states throughout the Midwest. For the past 12 years, John has been an engineering consultant providing design, energy, commissioning, and retro-commissioning services. He previously worked with Johnson Controls implementing multimillion-dollar energy conservation performance contracts and controls projects. Prior to this, he was a staff member of Columbia University’s facilities operations and building operations departments. He currently leads commissioning and retro-commissioning activities for Grumman/Butkus Associates, an energy efficiency consulting and sustainable design engineering firm in Evanston, Illinois. His background as Owner, Contractor, and Consultant enhances his perspective as a commissioning engineer. John earned his undergraduate degree at SUNY Maritime College, one of the country’s Merchant Marine colleges, as well as his US Merchant Marines Third Assistant Engineer license from the US Coast Guard.
Dan Forino, Treasurer, PE, LEED AP BD+C, Engineering Manager – Horizon Engineering Associates, LLP
Dan is responsible for commissioning project management, indoor air quality testing, design reviews, functional and performance testing, commissioning plan and specification development, and deficiency management. He has been actively involved in numerous new construction and existing building commissioning projects since joining HEA, with extensive experience in healthcare, commercial, retail, and laboratory spaces. He has managed his firm’s continuing relationship with the Target Corporation for seven years, involved in both project management and hands-on commissioning services, including assisting with the development of their initial retro-commissioning services. Dan also specializes in LEED and sustainable consulting projects on the design, construction, and operational levels. He has been actively involved in over 50 projects seeking LEED certification in various capacities including Commissioning Provider, LEED Administrator, Indoor Air Quality Specialist, Sustainable Design Consultant, and Sustainable Construction Management Consultant.
William ‘Bill’ McMullen, Immediate Past President, Business Unit Manager – Energy Solutions, Dewberry
Bill served as BCxA President from 2013-2015, and has previously served as Vice President and liaison to the Building Commissioning Certification Board. Bill brings more than 25 years of experience in building operations, facility engineering and commissioning, and energy engineering to his role. He has been the principal Commissioning Provider for more than 50 projects in the Southeastern US. His extensive experience in building automation and controls, systems integration, and building operations offers a special focus on complex building design and operation for labs, medical facilities, cleanrooms, and biosafety containment facilities. He is a co-creator of Web-Cx©, a totally web-based commissioning documentation system. He received the 2007 Federal Energy Management award for retro-commissioning for the USGSA. He has served on the North Carolina Commissioning Committee working to improve the practice of commissioning. Bill is a veteran of the U.S. Marine Corps and has also served as director of Facilities Maintenance for a large community college. He is an instructor of Engineering Professional Development at North Carolina State University and also teaches in the AIA 2030 challenge.
Kent Barber, PE, LEED AP, Managing Principal – Keithly Barber Associates
Kent is a founding member of the Building Commissioning Association (BCxA). He chaired the committee that developed the BCxA’s Essential Attributes of Building Commissioning, a widely recognized benchmark for quality commissioning services. After obtaining his BSME in 1986, Kent became an HVAC systems design engineer with a focus on energy efficient systems for healthcare facilities. He quickly gravitated to facilities consulting, in which he worked closely with facilities managers and operators, providing hands on diagnostics and mitigating design issues. Nationally recognized as a commissioning pioneer, he has specialized in building commissioning since 1992. Kent has developed commissioning guidelines and protocols, such as the State of Idaho’s guidelines for new building commissioning and retro-commissioning. He has been a leader in promoting and refining cost-effective, proactive commissioning techniques, such as the control logic and integration process. He has vast firsthand experience with all phases of building commissioning, with special interest in persistence/ongoing commissioning. He is also well known for his ability to build truly effective commissioning teams that include owners, designers, builders, and equipment suppliers. Kent is the Managing Principal of KBA (Keithly Barber Associates), an employee-owned commissioning specialty firm.
Wayne Dunn, PE, PEng, LEED AP, Principal & Mechanical Engineer – E.W. Dunn Developments, Inc.
Wayne has presented at the BCxA’s NCBC conference every year since its inception in 1993. He has been involved with project management, systems integration, quality assurance, and commissioning for over 30 years. Project experience varies from modern offices to laboratories and launch complexes with effort focused on equipment/system validation, improving technical performance, and energy efficiency. After years of mission critical and system optimization projects, he is now focused on developing technical partnerships that leverage technology and share rewards. Wayne has chaired association technical committees such as ASHRAE: SSPC 55 Thermal Comfort Standard and ASHRAE: GPC 20 – XML Definitions for HVAC&R. He has published several papers on commissioning, relating to risk management, energy performance, and owner satisfaction. He is an industry speaker on energy efficiency and commissioning. In addition to being a registered professional engineer in the US and Canada, Wayne holds technical certifications related to indoor air quality and microgrids.
Craig Hawkins, CCP, CxA, Senior Commissioning Engineer – McKinstry (Seattle)
Craig is a founding member of the Building Commissioning Association and was instrumental in the development of the BCxA’s Essential Attributes. He has twice served on the BCxA’s Board of Directors. Craig is also past President of the Northwest Chapter of the BCxA. As the Senior Commissioning Engineer at McKinstry, Craig is responsible for organizing and managing commissioning projects at McKinstry and being a technical advisor to the McKinstry Commissioning Team. Craig’s 19 years of HVAC design and construction experience, coupled with 20 years of hands-on commissioning, enables him to make critical decisions across many disciplines. Craig has personally commissioned nearly 350 projects, totaling more than eight million square feet of facilities, including projects under construction as well as existing facilities. Craig is a nationally recognized speaker on the commissioning process and has conducted numerous training seminars on commissioning. He has been a featured presenter at local and national commissioning conferences since 1995.
Tracey Jumper, CCP LEED AP, Jump-Start Building Commissioning LLC
In addition to joining the International Board this year, Tracey Jumper is the 2016 President’s Award recipient, receiving the honor for years of dedication, outstanding service, and exceptional leadership in the BCxA. Tracey has served on the boards of the Central and National Capitol Chapters and has served on the NCBC conference planning committee. She is a BCxA University instructor for the EBCx training course, and currently serves on the Training and Education committee. Tracey enjoys bringing successful, energizing, educational activities to BCxA members and across multiple organizations, and her favorite presentation and outreach topic is “The Value of Commissioning.” She worked across the country on high-profile design projects before focusing her work on commissioning and energy services for the last eight years. She has built successful commissioning teams within larger organizations previously, and now has established her own company, Jump-Start Building Commissioning LLC, based in Northeastern Pennsylvania. Tracey holds a Bachelor of Science degree in Architectural Engineering from Pennsylvania State University.
William (Bill) McCartney, CCP, CPMP, – Isotherm Engineering
Bill is a founding board member of the Eastern Canada Chapter of the BCxA. He brings over 45 years of experience in the HVAC&R industry and holds a Trade Certificate as a Refrigeration and Air Conditioning Mechanic. Bill began his career in Toronto and relocated to London, subsequently becoming a partner in a mechanical contracting company in Sarnia before returning to Toronto for his role as a full-time commissioning provider. Bill has been a member of ASHRAE since 1974 and has served on many technical committees, including Operation & Maintenance Management, and Building Commissioning. He earned his ASHRAE certification as Commissioning Process Management Professional (CPMP) in 2009. He has served on and chaired industry associations such as Ontario Refrigeration & Air Conditioning Contractors, Canadian Refrigeration and Air Conditioning Contractors Association, and Heating Refrigeration, Air Conditioning Institute of Canada.
John F. Penney, PE, CBCP, EBCP, CEM, President – John F. Penney Consulting Services, pc
John is a past president of the Northeast Chapter of the BCxA. He has over 35 years of experience in mechanical engineering and commissioning, and in 2001 commissioning became an integral part of his consulting work. He has commissioned over four million square feet on more than 120 projects. He is the president of JFP Consulting Services and specializes in Commissioning, HVAC, Plumbing, and Fire Protection Engineering. John is a graduate of Vermont Technical College. He developed the curriculum and taught HVAC, Plumbing, and Construction Management for the Vermont Center for Business and Industry and at Vermont Technical College. John has spoken on energy and sustainability in buildings and commissioning at conferences across the country.
Tom Poeling, Director At Large, U.S. Engineering Company
Prior to being elected to the BCxA International Board, Tom served on the Southwest Chapter Board of Directors for seven years. During that period, he served in various officer positions, including two terms as Board President. He currently serves as chairperson for the Marketing Committee, and is also serving on the NCBC Conference Committee and the Nominating Committee. He has been involved with the commissioning industry for over 24 years, initially rising to the rank of Vice President with EMC Engineers and then as Operations Manager with Eaton Energy Solutions, Inc. He is currently Director of Energy Solutions with U.S. Engineering Company, a top 25 mechanical contractor nationally. He is responsible for planning and execution of energy conservation and sustainable strategies, providing energy consulting to pre-construction activities, reviewing internal commissioning processes and developing energy projects. Tom is a graduate of Colorado State University, holding a Bachelor of Science degree in Mechanical Engineering.
Candice Rogers, CCP, CxA, LEED AP – Paladin, Inc.
Prior to being re-elected to the International Board, Candice previously served as Chair of the Marketing and Outreach Committee and International Board of Directors. Candice is president of Paladin, Inc., a commissioning and engineering firm in Lexington, Kentucky. Her passion is simple: helping building owners achieve their project goals. Her association areas of interest are marketing and outreach efforts, as well as strategic planning. She has been privileged to develop commissioning guidelines for the Commonwealth of Kentucky’s Policies and Procedures Manual. She presents locally to Kentucky chapters of AIA, USGBC, ASHRAE, and building owners on commissioning best practices. She is a Certified Commissioning Professional, a LEED AP BD+C. Candice holds a dual Bachelor of Arts in Marketing and Management and a MBA in International Business.
John A. Runkle, PE, Vice President, Intertek – Architectural Testing, Inc.
John serves as the BCxA’s liaison to ASTM and served as Vice President of the National Capitol Chapter for many years. He actively participates in the BCxA as a presenter for different chapters and NCBC. He has been active in the formation of a new international BCxA chapter in the United Arab Emirates. John is Vice President of Building Sciences Solutions for Architectural Testing, Inc., an Intertek company. He brings over 15 years of experience as a building enclosure consultant and enclosure commissioning provider, and has been integral to development of the practice area of building enclosure commissioning domestically and internationally. He has assisted in the development of new testing standards and techniques for the building enclosure. He manages offices throughout North America and staff in the Middle East and China. Mr. Runkle has worked on new construction and retrofit projects for commercial, industrial, and residential structures in most of the 50 states and several countries. He holds a Bachelor of Science degree in Civil Engineering from Pennsylvania State University.
