North Carolina Building Code: New Cx Provisions

The North Carolina Building Code Council has completed a code cycle and has elected to update the current code effective January 1st, 2019. The base documents for the 2018 North Carolina (NC) Codes are the 2015 suite of ICC codes, including the 2015 IECC with amendments. The commercial building section (section C408) of the International Energy Conservation Code (IECC) is devoted to commissioning.

The systems that must be commissioned include the building mechanical systems, service heating systems, electrical power and lighting systems (detailed in sections C403 and C405). This applies to all commercial buildings greater than 10,000 square feet. Commissioning must be completed by a registered design professional prior to the Certificate of Occupancy. There is no mention of post occupancy/warranty period commissioning. There is, however, a requirement to make sure O&M Manuals are submitted. The new code will be in place for the next six years (2019 to 2024).
