Mass Save EBCx Incentive Plans


A pay-for-performance energy efficiency structure can be used as a primary pathway for customers pursuing existing building commissioning and monitoring-based commissioning (MBCx).

The MASS Save 3-year (2019-2021) plan for improving energy efficiency across the state of Massachusetts includes “Strategic Enhancements and Major Innovations — Expedited Paths to Capture Operations & Maintenance Savings & Retro-Commissioning.”

Massachusetts Program Administrators want to provide more tailored guidance and an expedited pathway for customers to pursue these savings. They are investigating design options and developing more predictable incentive structures with earlier or periodic payment schedules.

Estimated implementation of the completed O&M prescriptive pathway is the third quarter of 2019, and completed design planned for a streamlined deeper retro-commissioning offering in 2021.

    I recently learned that the Mass Save utilities are close to getting a program called ESPO (Equipment & Systems Performance Optimization) launched and publicized.
