Every year, this award is given by the current BCxA President to recognize outstanding contributions through participation on committees, Chapters or the International Board, or other activities sponsored by the Association. The recipient must be a member in good standing and have demonstrated exceptional service that contribute toward the goals, vision, and mission of the BCxA. This year’s recipients are two long-time members who have demonstrated their commitment and loyalty to the BCxA — John Penney and Tom Poeling.

Mr. John Penney, PE, CBCP, EBCP, CEM,
President, John F. Penney Consulting Services
BCxA Board of Directors, NE Chapter
Member Since 2005

John has been a BCxA member since 2005. From essentially the moment he joined, he volunteered on committees and Association projects. John served on the Northeast Chapter Board from 2007 to 2014, and as its President for six years, from 2008 to 2013.

John serves on the BCxA Membership Committee. His work on the Membership Toolkit helped give Chapters specific tools and methods to engage and retain members, and to support the membership renewal process. The International Board of Directions has valued his input and knowledge during his two terms of service from 2015 to 2020.

In 2012, John served on the initial Commissioning Value Proposition Task Force, whose goal was to document the contribution of commissioning to the construction industry. That project led to the creation of the 2017-2018 cost/benefit and market studies conducted jointly by BCxA and Lawrence Berkeley National Lab.

Although John will be leaving the Board at the end of December, we know he will continue his service to the BCxA. Thank you, John!

Mr. Tom Poeling, PE, CEM, CCP, Project Support Director, U.S. Engineering Company
BCxA Immediate-Past President, SW Chapter
Member Since 2004

After observing one of his mentors who volunteered in leadership roles, and appreciating the value of giving back to the commissioning profession, Tom started his BCxA journey as a volunteer.

Tom joined the Southwest Chapter Board in 2008, and served as its President in 2013 and 2014. In 2015 he was elected to the International Board of Directors. He served as its Vice President in 2018, and President in 2019. During 2020, his final year on the Board, he holds the transitional role of Immediate Past President.

One of Tom’s many accomplishments on the Board was directing the BCxA’s involvement in the 2017-18 Value of Commissioning cost/benefit research project with Lawrence Berkeley National Laboratory. He is a co-author of the Department of Energy scientific paper, “Building commissioning costs and savings across three decades and 1500 North American buildings.”

Tom is the current Chair of the Marketing Committee, engaging in a multitude of projects including the recent redesign of the BCxA website. He is an active member of the Advocacy Committee and also the Conference Planning Committee, where he helped lead the development of this year’s highly successful virtual BCxA Annual Conference.  Tom continues to set an example for all volunteers in the association.  Thanks Tom!
