JOB SUMMARY
The role is Quality and Commissioning Lead PM for new design & construction projects in the data center industry. Define the process for verifying all the subsystems for mechanical, plumbing, electrical, fire/life safety, building envelopes, interior systems, lighting, controls, and building security to achieve the Owner’s Project Requirements as intended by the Owner and as specified in the Basis of Design by the Engineer of Record. The QCxA’s primary role is ensuring that all QA/QC functions and Cx activities conform to the protocol established under the project Quality & Commissioning Program Standards. This includes managing all general resources (subs, vendors, 3rd party testing, etc) to ensure compliance thru all levels of the QA/QC and Cx process.

GENERAL JOB DUTIES

A. Quality & Commissioning management experience, preferably in the data center environment
B. Experience reviewing construction documents for technical accuracy and feasibility
C. Demonstrated ability to work with and lead internal/external cross-functional and partner teams to develop scope, project plan, budgets, and schedules
D. Experience managing vendor relationships and understanding of standard practices in the design and construction industry, including knowledge of fast track design build processes and associated documents and contracts.
E. Demonstrated skills in requirements gathering, resource organization, task prioritization, scheduling and achieving objectives.

SPECIFIC JOB DUTIES

A. QCxA will define the QA/QC process that will be a systematic quality‐oriented process for achieving, verifying, and documenting construction and installation of the CSA and MEP equipment, systems, and assemblies meet the design intent and the owner’s operational requirements.
B. QCxA will manage the Commissioning Agent’s development of a comprehensive test plan and incorporate this into the overall Commissioning Plan Project. For clarity, the expectation is that QCxA helps set expectations, tracks progress, and alerts the Owner to any issues.
C. QCxA will create and communicate a plan for integration of Owner’s operations team into the project test and commissioning cycle and ultimate handover process. Focus will be on dates and process for notifications to the Owner’s operations team.
D. QCxA will monitory and coordinate corrective activity for any issues which arise during the commissioning process, from factory witness testing through all levels of the commissioning integrated system testing.
E. Participate in chairing scope review meetings where the commissioning process is reviewed with the contractor and subcontractors.
F. QCxA will facilitate review of documentation, including detailed equipment startup procedures, for use in administration of the commissioning process.
G. Work with the Construction Manager and Subcontractors in developing coordinated start-up plans and start-up documentation formats, including providing pre-functional checklists to be completed during the startup process.
H. Work with the EOR to define the specific equipment and system functional performance test procedures and that the contractor and subcontractors review and accept the procedures for implementation.
I. QCxA shall coordinate with the EOR and GC on relevant directives by local authority inspections and adjust the commissioning plan and schedule accordingly as may be required.
J. QCxA shall work with the EOR and GC to ensure items of non-compliance are corrected and the system retested.
K. QCxA will work directly with the EOR and GC is to ensure that commissioning is completed as required to maintain the scheduled milestones.
L. Coordinate the training provided by the contractor and Subcontractors as required by the contract documents.
M. Coordinate as necessary with the EOR and GC regarding all punchlist items that impact the progression of the Commissioning Program.

Job Description
The Commissioning Engineer responsibilities are as follows:
• Review and comment in a collaborative and solution-oriented manner on the following types of documents:

  1. Design and construction documents, plans and specifications, from architects and engineers
  2. Building systems control sequences
  3. Equipment submittals
  4. Operation & Maintenance manuals

• Commissioning document development, editing and use:

  1. Performance verification criteria documents, commissioning plans, commissioning specifications, and coordination of commissioning activities into construction schedules. These documents and processes are already developed, but are tailored per project.
  2. Commissioning checklists and testing procedures. Pre-functional checklists and functional performance testing protocols.
  3. Commissioning meeting agenda, minutes, and reports.

• Field commissioning tasks:

  1. Coordination of commissioning process with owner, contractors and equipment suppliers
  2. Lead and document commissioning meetings
  3. Construction phase site visits, inspections and reporting
  4. Functional performance testing on MEP and other building systems
  5.  Integrated system tests, aka failure scenario testing
  6.  Generate and maintain Commissioning Issues Reports

Travel requirements
Cornerstone is headquartered in New England with both MidAtlantic and Midwestern regions, and serves clients throughout the US. The successful candidate will work out of a home office in New England, and be able and willing to travel to project sites regularly to complete work.

Senior Building Commissioning Professional
